The port city of New Vorone is an important spoke in the wheel of history. Recovering from the Great War, or rather, struggling to deal with the loss of a major economic linchpin, the New Vorone of the 1920s is inevitably rife with thugs and lowlifes of all species perpetrating their sinister business in the shadows.

Set far apart from these, however, are the great families of the civilised underworld - to the honest man, the mafia! For much of the past decade, their activities have been kept in check by the iron fist of the tyrannical Gallini family - the gulls. With the assassination of their leader, the Biggest Boss, the Gallini have dissolved and are given over to infighting. Now, the rest of the families seek to make their move… It is 1929, and the troubled city of New Vorone is about to suffer a surge in criminal activity.

Beware - danger abounds, and your own Family may even be plotting against you…
